2 cups whole milk

1 teaspoon garlic powder (optional)

¼ teaspoon pepper

1. Cook the Pasta:
Boil the Pasta: Begin by cooking the pasta shells according to the package instructions. Fill a large pot with water, add a pinch of salt, and bring it to a boil. Once boiling, add the pasta shells and cook until al dente, typically about 8-10 minutes. Drain the pasta and set it aside.
2. Prepare the Cheese Sauce:
Make a Roux: In a large saucepan, melt the butter over medium heat. Once the butter is fully melted and begins to bubble, add the flour. Whisk the mixture continuously for about 2-3 minutes, or until it turns a light golden color. This process creates a roux, which is the base for the cheese sauce.
Add the Milk: Gradually pour in the whole milk while continuing to whisk. This will help prevent lumps from forming. Bring the mixture to a simmer and continue whisking until the sauce begins to thicken, about 4-5 minutes.
