In a medium bowl, combine the softened cream cheese, mayonnaise, lemon juice, lemon zest, dill, and chives. Mix until smooth and creamy. Season with salt and pepper to taste.
Spread a generous layer of the creamy lemon herb spread on one side of each slice of bread.
Layer the cucumber slices evenly over half of the bread slices.
Top with the remaining bread slices, spread side down, to form sandwiches.
Using a sharp knife, cut the crusts off the sandwiches and then cut each sandwich into quarters, either squares or triangles.
Serve immediately, or cover and refrigerate for up to 2 hours before serving.
