Prepare the Mashed Potatoes:
Boil the potatoes in salted water until fork-tender (about 15–20 minutes).
Drain and mash with milk, butter, and cheese (if using). Season with salt and pepper to taste. Set aside.
Cook the Meat Filling:
In a large skillet, cook the ground meat over medium heat until browned. Drain any excess fat.
Add the diced onion and garlic. Sauté until softened (about 3–4 minutes).
Stir in the mixed vegetables, tomato sauce, broth, Worcestershire sauce, smoked paprika, thyme, salt, and pepper. Let the mixture simmer for 5–7 minutes until slightly thickened.
Assemble the Casserole:
Preheat your oven to 375°F (190°C).
Spread the meat filling evenly in the bottom of a greased 9×13-inch casserole dish.
Spoon the mashed potatoes over the meat layer, spreading evenly with a spatula.
Add the Topping:
Sprinkle shredded cheese over the top.
Bake:
Place the casserole in the preheated oven and bake for 20–25 minutes, or until the cheese is melted and the top is golden.
Garnish with chopped parsley before serving, if desired.
