In a medium saucepan, melt the butter over medium heat. Once melted, add the flour and whisk continuously for about 1-2 minutes, until the mixture turns a light golden color.
Gradually whisk in the milk, making sure there are no lumps. Continue to whisk until the mixture thickens, about 3-5 minutes.
Reduce the heat to low and add the shredded cheddar cheese and mozzarella cheese. Stir until the cheese is completely melted and the sauce is smooth.
Stir in the garlic powder, onion powder, salt, black pepper, and smoked paprika (if using). Mix well to combine.
Remove the cheese sauce from heat and let it cool slightly before serving.
Pour the cheese sauce over hot, crispy fries and enjoy!
